Some new wards have been added to Sub-council 3 (De Grendel), in Goodwood, as boundary changes by the City of Cape Town have moved Ward 4, Ward 107 and the new Ward 113 from their previous home at Sub-council 1 (Blaauwberg), in Milnerton.
Residents’ groups, such as the Table View Ratepayers’ Association (TVRA) and the Milnerton Residents’ Association, objected to the move, but it was endorsed at a full council meeting on Wednesday October 26.
The City said the proposal would now be sent to the provincial government to be published.
Residents said the move would “threaten historical relationships” built with their former sub-council in Bridle Way, Milnerton, and would inconvenience civic organisations unable to make the trek to Sub-council 3.
This sub-council now includes Ward 1 (Baronetcy and Burgundy estates, De Duin, De Grendel Farm and Kaapzicht), Ward 4 (Summer Greens, Joe Slovo Park, parts of Montague Gardens), Ward 5 (Edgemead and Bothasig), Ward 70 (Blomvlei, parts of Oakdale), Ward 107 (Table View) and Ward 113 (Flamingo Vlei, Sunridge, West Riding).
Xanthea Limberg, mayoral committee member for corporate services and compliance, said the sub-council, which she described as the Milnerton, Table View, Edgemead, Plattekloof and Welgemoed areas, was “becoming quite integrated” and it “makes sense to keep the Tygerberg Hills area in one sub-council”.
A multi-party committee was set up to probe boundary changes because of an increase in wards across the City. Ms Limberg said the idea was to overcome apartheid spatial planning.
“Physical barriers, such as railways, freeways, mountains, rivers and major water-ways, were taken into account,” she said.
Budgetary constraints had made an increase in the number of sub-councils impossible, she said.
Sub-councils are set to meet for the first time since the August municipal elections on Tuesday November 15.
Asked how service delivery would be affected in the sub-council, the City said: “Clustering of sub-councils will not stop city-wide service delivery protests.”
